take BC Ferries from Tsawassen Terminal Vancouver to Swartz Bay on Vancouver Island.

take the Coho (Black Ball Ferries) from Port Angeles.

take Washington State Ferry from Anacortes

or (on foot only) a catamaran from Seattle
All four routes display spectacular coastal scenery and a chance of spotting a pod of Orca's or dolphins.
If flying in you can ...

take the bus from downtown Vancouver, the Vancouver Airport or Port Angeles into Victoria - includes a ferry ride. You will be left off in downtown Victoria, adjacent to the Empress Hotel.

take a connecting flight into Victoria harbour from Vancouver Harbour in a a float plane (nice in good weather). This leaves you right in downtown Victoria across the street from the Empress Hotel.

take a connecting flight to the Victoria harbour entrance in a helicopter (recommended when windy). This leaves you a 10 minute walk or a 2 minute cab from downtown Victoria.
Any flight into Victoria when the weather is clear will provide stunning views of the Cascade and Olympic mountains, the Gulf Islands and the Straits of Juan de Fuca. Not to mention Victoria itself and the Saanich Penninsula.
